CSGO locked tickrate at 125

Hi

Some super weird problem here. We have a new machine and for some reason the
server FPS is locked on 100 FPS on a -tickrate 128 server.

When we change the HZ in the kernel from 100 to 1000, the FPS goes up 125
but never 128 as it should. This is when 1 player is on the server and same
with 16 bots. Running Gentoo and exact same copy of the CSGO folder runs
fine on a different machine.

New machine:

Small update: Running CS 1.6 server on the same machine, it caps the FPS at
250 (with a 250HZ kernel) while CSGO is still capped at 125 instead of 128.

You likely need to enable "High Resolution Timer Support", which is
under "General setup" -> "Timers subsystem" (for some kernels) when
compiling the kernel.

If you already have that enabled, you may need to try a different
clocksource. Generally tsc is best.
