In the relese note of update 1.18.0.3
- Game modes configuration file now specifies cfg files to exec instead of keyvalue pairs of convars to make it easier for server operators to configure their game modes. Also the game can start without 10 people... at which point the server locks and nobody else can join. Congrats you're stuck with bots for the rest of the game, dare to leave your unbalanced slaughter in the making and you're banned for 30 minutes. Punishing leavers is fine, play casual if you might want to bail, but the game needs to have 10 for this to work. Starting it 4v5 (or worse) and dooming one team to an entire game of them playing down is fucking dumb, and punishing in that case is just as stupid.

Every competitive matchmaking match I've played so far, the other team ends up being all bots because of people leaving. If it's going to be pug vs pug and not a 5 man team queued up vs another 5 man team, you might as well allow players to join games already in progress like it was before. Either that, or make it so you always get matched against a group with the same number of players that you queued up with.
